Delhi Pollution Control Committee by virtue of delegation of statutory powers and functions by Central Board, has to carry out all the duties cast upon it under Water Act and Air Act.  It has also been entrusted with Statutory duties under Water (Prevention and Control of Pollution) Cess Act, 1977 for assessment/levy/collection of Cess from local authorities and specified industries.
Besides, Delhi Pollution control Committee has been vested with statutory powers, functions and duties under Section 5 of Environment Protection Act, 1986 as also under various Rules issued under Environment Protection Act, 1986 viz.

Under the above mentioned Acts and Rules, the main functions of the Delhi Pollution Control Committee specified by Government of India as per the Water, Air and Noise Pollution Act are as follows
Issuance of the Consent Certificate to the Industries falling in conforming areas under Green and Orange Categories.
Issuance of Authorization to the Hospitals, Clinics, Animal Clinics, Blood Banks etc.
Advise the Delhi Government on any matter concerning prevention and control of water and air pollution and improvement of the quality of air
Organize through mass media, a comprehensive mass awareness programme on the prevention, control or abatement of water and air pollution;
Collect, compile and publish technical and statistical data relating to water and air pollution and the measures devised for their effective prevention, control or abatement;
Prepare manuals, codes and guidelines relating to treatment and disposal of sewage and trade effluents as well as for stack gas cleaning devices, stacks and ducts;
Disseminate information in respect of matters relating to water and air pollution and their prevention and control;
Lay down standards for treatment of sewage and trade effluents and for emissions from automobiles, industrial plants, and any other polluting source;
Develop reliable and economically viable methods of treatment of sewage, trade effluent and air pollution control equipment;
Assess the quality of ambient water and air, and inspect wastewater treatment installations, air pollution control equipment, industrial plants or manufacturing process to evaluate their performance and to take steps for the prevention, control and abatement of air and water pollution.

1. Under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, any industry, operation or process or an extension and addition thereto, which is likely to discharge sewerage or trade effluent into the environment or likely to emit any air pollution into the atmosphere will have to obtain consent of the State Pollution Control Board i.e. Delhi Pollution Control Committee in case of Delhi. Consent Management Cell of DPCC processes and issues the consent under the provisions of Water (P&CP) Act 1974 and Air (P&CP) Act, 1981 keeping in view the other applicable pollution control laws/rules.
2. The function of Consent Management Cell is enforcement of following pollution control laws/rules:
Water (Prevention & Control of Pollution) Act, 1974 and Rules made there under.
Air (Prevention & Control of Pollution) Act, 1981 and Rules made there under.
Relevant provisions of Environment (Protection) Act, 1986 and Rules made there under.
The Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2008.
The Plastics Waste(Management & Handling)Rules, 2011
The Delhi Degradable Plastic Bag (Manufacture, Sale & Usages) and Garbage (Control) Act, 2000.

3. Consent applications under the provisions of Water (P&CP) Act 1974 and Air (P&CP) Act, and applications of Authorizations under Hazardous Waste (Management and Handling) Rules,1989 are processed for decision by two separate Consent management Committees constituted for grant /renew/refuse/revoke the applications of consent to establish/operate, and authorization.

4. Authorizations are granted under the provisions of Hazardous Waste (Management and Handling) Rules 1989 the Hazardous Waste Generating Units.
5. Meetings of Consent Management Committees are held at least 3 times a month. The decisions taken by the Consent Management Committee are implemented by the Consent management Cell
6. Inspection is conducted on the directions of the Consent Management Committee or the competent authority.
7. CMC also ensures all industrial areas adhere to the pollution control norms.
8. No consent to operate is granted until industrial unit has obtained consent to establish.
9. All issues related to environment impact assessment as per EIA notification dated 14.9.06 and its subsequent amendments/clarifications issued by the MOEF. This cell also will service the State EIA authority as well as the State Appraisal Committee formed under EIA notification.

10. Forwarding of public complaint to concerned Deptts. for necessary action at their end.
11. Inspection w.r.t. redressal of public complaints as approved/directed by Competent Authority.

2. Co-ordination of water cess assessment and servicing the Appellate Authority for this purpose.
3. Policy matter for disposal of Electronic waste.
4. Policy matter for disposal of Construction and Demolition waste.
5. Policy matter for standards of Toxics in Toys.
6. Policy matter for controlling pollution from Cell Phone Towers.
7. Work related to Geographic Information System and coordination with DPCC Officers and Officers of Survey of India
8. Co-Ordination of all matters relating to CPCB, Ministry of Environment Govt. of India. different departments of Govt. of NCT of Delhi and other NGOs / environmental related issues in India and abroad.
9. All issues relating to planning & co-ordination including DPCC meetings.
10. Reply to Applications under RTI Act.
11. All environmental awareness programmers under taken separately or jointly with the Department of Environment, Ministry of Environment, Govt. of India, Bhagidari programme of Govt. of Delhi or any other similar programme including participation in seminars, conferences, work shops, exhibition etc.
1. This Cell will look after a new type of waste called mercury waste and will establish a good database of all mercury waste generators in Delhi. It will also study and analyse all existing legislation/notifications on this subject issued by CPCB/Ministry of Environment & Forests.
2. Implementation of the Bio-medical Rules and the Battery Rules. Process applications for consent under Air & Water Act involving all health care establishments. For this purpose, collection and updation of all data relating to medical establishments, which generate bio-medical waste, and all establishments which generate mercury waste is done. This data will be kept on the computer of this Cell and also uploaded on the DPCC website.
Central Management Committees have been constituted to decide applications for grant of authorization under BMW Rules consent under Air & Water Act in respect of such health establishments.
This Cell look after all matters relating to the implementation of municipal Solid Waste Managements Rules. It also processes all cases of consent under Air & Water Acts relating to STPs & CETPs, Thermal Power Stations etc. and issues relating to Local Area Environment Committee chaired by Dr. Johri.
Consent Management Committee decides all cases of consent for this Cell.
The cases in Supreme Court, High Court, district courts and other senior appellate authorities are dealt by this cell
DPCC lab is undertaking monitoring of Thermal Power Plants, Sewage Treatment Plants, CETPs, Water Treatment Plants, and Water Quality of River Yamuna & Major Drains on monthly basis.
Ground Water Monitoring is undertaken in and around landfill sites, different industrial and residential areas. The Water Quality of various ponds and lakes are also being monitored by DPCC.
Ambient Air and Noise Monitoring are being undertaken in different land use areas on monthly basis. Ambient Air & Noise levels are being monitored on Deepawali festival.
Source & ETP/ESP monitoring are being carried out for industrial units.
