In a Government Resolution in 1919 the Indian Soldier’s Board was established to advise on matters affecting the interest of serving, discharged and deceased Indian soldiers and non-combatants and their dependents. The Board was then affiliated to the Army Department of the Government.
After the Second World War, due to the steady expansion of the Navy and Air Force, the need for a single organization to perform the same functions in relation to all the three services was felt and the Board was consequently reconstituted in April 1944.
Later in March 1951 it was renamed as Indian Soldier’s, Sailors and Airmen’s Board. The designation of the Board was further changed to the Kendriya Sainik Board in 1975. The Kendriya Sainik Board functions under the Ministry of Defence as an Inter-Services Organization.
Though the welfare of the Ex-Servicemen and their dependents is the joint responsibility of the Centre and States, majority of the problems have to be resolved at the State level. To assist the State Government in this regard Rajya Sainik Boards have been constituted.
Rajya Sainik Boards are advisory bodies in respect of policy formulation with regard to resettlement and welfare of ex-Servicemen residing in the States. However, the implementation of various resettlement and welfare schemes is carried out through the Department of Sainik Welfare in the States and Zila Sainik Welfare Offices at Zilas.
In Delhi, taking into consideration the geographical size and the population, the Rajya Sainik Board is the only office, which looks after the resettlement and welfare of the ex-Servicemen and dependents.
